Lead Trusted Organisation


The role of a Lead Trusted Organisation (LTO) is to provide expert advice and support to residents to tackle and achieve the four programmes of Big Local which are;
1. Communities will be better able to identify local needs and take action in response to them
2. People will have increased skills and confidence, so that they continue to identify and respond to needs in the future
3. The community will make a difference to the needs it prioritises
4. People will feel that their area is an even better place to live

The Big Local LTO role is to support local residents to guide them through the Big Local pathway;
1. Getting People Involved
2. Exploring your Big Local vision
3. Forming a Big Local partnership
4. Creating a Big Local plan
5. Delivering the Big Local plan
6. Collecting the evidence
7. Reviewing the Big Local plan and partnership

Blackburn with Darwen Healthy Living is the Lead Trusted Organisation for Shadsworth with Whitebirk Big Local, and is tasked with supporting the Big Local Board on many levels. This work includes;

Board Support – Organising and facilitating meetings including the AGM, monitoring and evaluation of community plan and associated programmes, development and implementation of the community plan, recruitment and training for new and existing board members and the production of reports to inform on progress and outcomes.

Contract Management – Managing contracts for commissioned services and programmes and enabling the establishment and management of the tendering process.

Community Engagement – Carry out the outreach programme in order to continuously involve and inform local people, the production and distribution of newsletters, the establishment and management of Big Local social media sites, support the development of new and existing community groups, and attend public meetings.

Financial Support – Managing whole grants including budget management, forecasting, payments, financial controls and financial reports for board. Healthy Living will also provide financial reports to the funders whenever needed.

Partnerships – Develop and maintain partnership working with stakeholders to promote, publicise and develop the programme and tackle local issues, highlight and promote community resource exchange and share pool of skills.
